Andrew grew up spending summers with his family in Tijuana and throughout Southern California, and he holds a bachelor's degree in Spanish from the University of Mississippi. Prior to his current role, he worked as a bilingual assistant manager in offices across South County San Diego, and as a Community Engagement Coordinator for the Chicano Federation. He worked on various performance-based grants that aimed to increase participation in the Census and voter registration. During the pandemic, his team was able to register around 450 childcare providers to vote in the 2020 Elections. His duties also included managing a rental relief program for undocumented families and seniors, participating with Invest in San Diego Families, and organizing childcare providers for City and County policy meetings.

His mission is to help constituents and communities find a voice and feel heard. He is most proud of being able to build trust and see improvements in communities through the work that has been accomplished. Currently, he is in the RISE San Diego leadership program, focusing on diverse community issues.
