Luis was born and raised in south San Diego in the communities of Rolando Park and Nestor. He is passionate about the intersection between medicine, public health, and nutrition. Luis has an MPH in Nutrition from CUNY's School of Public Health and Health Policy and a BA in Integrative Biology from UC Berkeley.

Prior to joining Supervisor Vargas’ Office, Luis has spent several years working and volunteering within the healthcare system. While in the Bay Area, Luis has volunteered as a Health Advocate at Zuckerberg San Francisco General Hospital and worked as an Emergency Room Scribe at Alta Bates Hospital. As an Undergraduate Research Intern at UCSF, Luis conducted clinical research at Clinica Martin-Baro, a free-clinic that serves the immigrant population in the Mission District. Luis also worked as a Pediatric Scribe at San Ysidro Health where he became passionate about addressing child obesity. After moving to New York City to pursue his MPH in Nutrition, Luis remained focused on addressing health disparities in San Diego County. Upon returning, Luis joined the San Diego County Childhood Obesity Initiative as a Program Specialist where he supported the Business and Healthcare domains and worked closely with community leaders on CA4LessSoda.

Luis aspires to become a physician and public health advocate that addresses health disparities in San Diego County.
