Carlos was born in Tijuana, BC, Mexico and raised in Palm City and Oak Park communities of San Diego, CA. Growing up a cross-border agent of change in our binational region, propelled his desire to pursue a career in media to capture and share border stories of people, themes, and issues affecting our cross-cultural migrant communities. Carlos received a B.A. in TV, Film, & Media Studies from CSULA and M.A. in Liberal Arts from SDSU focusing in Media Arts, Fine Arts, & Transformative Arts. 

 

Before joining Supervisor Vargas in the County of San Diego, Carlos served as Educator & Community Liaison - External Affairs for Learn4Life, a network of public charter high schools that support youth attain their high school diploma goals and pursue post-secondary opportunities, Director of Digital Media at Reality Changers, and DiverseCity Heights Dept. Coordinator at San Diego Futures Foundation. Carlos has extensive experience working in nonprofits, education, public relations, digital media production, community engagement, and television/film production industries. His commitment to providing educational resources to first generation students and migrant families has propelled his beyond transfronterizo reach supporting binational partnerships between UCSD and Centro Fox, Advancing Students Forward: A Su Futuro organization in our Tijuana/San Diego border region.
