David Flores
Senior Policy Advisor

With a Bachelor of Architecture from the University of Arizona, and recipient of the coveted Enterprise Rose Architectural Fellowship, David has 25 years of working with underserved communities. David has worked in the fields of community & housing development, transportation & urban planning, civic engagement, and environmental justice. His community engaged work revolves around: housing & built environment, art and culture development, advocacy for equitable infrastructure, air quality pollution, and border-community impacts.


Prior to joining Supervisor Nora Vargas, he worked at Environmental Health Coalition advancing the San Diego Air Pollution Control District’s first AB 617 Community Emissions Reduction Plan in the County and City of San Diego; assisting the Port of San Diego to identify and set goals for the Port’s Maritime Clean Air Strategy; and elevating community priorities for reducing emissions from the different sources affecting the San Diego Portside Environmental Justice Community. 

David previously served as Community Development Director for Casa Familiar where he led the permitting and construction of affordable housing projects, CDBG capital improvement projects, construction of new community spaces, such as a new community center, art gallery, and children’s playground in the community of San Ysidro. 

David was a member of the U.S. General Services Administration’s (GSA), San Ysidro Port of Entry Expansion and Reconfiguration Project (serving on GSA’s Good Neighbor Program and Art in Architecture Program for all 3 phases during the 2004 to 2018 development & construction timeline). David led the establishment of the San Ysidro Community Air Monitor Network, integrating a community led effort utilizing low-cost sensors with funding from the California Office of Environmental Health Hazard Assessment (OEHHA). He served on the CARB AB619 Consultation Group and the San Diego Air Pollution Control District Advisory Committee.
